Historical perspective
Abigail Van Buren once said: "If they want children to keep our feet on the ground, put some responsibility on their shoulders. Although the words are simple, the philosophy provides an excellent basis underlying greater youth participation in decision making. Unfortunately, history suggests that the amount of responsibility on shoulders of the young has decreased rather than increased.
Brokenieg, Brendtro, and Van Bockern, in his new book, Reclaiming the Youth at Risk: Our Hope for the future, for example:
The evolution of American culture has for young people placed in a situation of powerlessness, which have no significant role in society. People without a sense of autonomy come to see themselves as pawns in a world where others control their destiny.
Sensation unable to make an impact on the environment leads to learned irresponsibility. Analysis of irresponsibility, in turn, has been suggested to manifest itself in powerlessness, defiant rebellion against authority, the negative peer subcultures, and narcissism of a generation of rich lacks a sense of social responsibility.
Learned irresponsibility results from a lack of experience in accepting the consequences of decisions and actions. Instructions Unlike the contemporary view that children should learn to be obedient and follow the old, traditional indigenous culture suggests that personal autonomy and responsibility are best taught through the exchange of values and models of action, but offer "opportunities to learn and make choices without coercion. Deferred contributions
Phrases like "to prepare young people as future citizens "and other patronizing language often used to justify the participation of young people. However, this language implies that young people today are not and can not contribute now. This thinking suggests "real" contributions are deferred until adulthood and the limited participation is valuable practice for adulthood. The adults who subscribe to this philosophy of participation, even altrustic in nature, not to recognize the full the possible contributions of young people.
This thinking also has an impact on nature to allow the participation of adults. When young are invited to participate in community service, the functions assigned to them are often trivial in nature or which adults find distasteful, and highway cleanup and other tasks of the labor-intensive. As a young 4-H agent, I resented the calls of local officials and civic club officers who knew he had a body of "cheap labor" that could carry out even the most ambitious of the plans. When aid applications were submitted to the youth, were often rejected. The problem was that the young did not participate in making decisions and development plans.
Youth Potential
The WT Grant Commission in its publication the forgotten half: Pathways to Success for Youth of America and the Family states:
Virtually no limit to what young people with appropriate education, training and encouragement can do, no social need that can not meet. We reiterate: the youth are essential resources and society needs their active participation as citizens.
True youth-adult partnership where there are contributions from young are considered to have value in this, and not as practice for adulthood. This partnership recognizes that decision-making roles may be shared by young and adults. Often, the underwriting practice of this philosophy means the changes must be made in our beliefs and assumptions about youth in general.
